1.0: Scope
This procedure applies to all faculty, staff and students.
2.0: Purpose
This operations continuity plan outlines 91Ïã½¶ÊÓÆµ (NPC) strategies to maintain operations, safeguard stakeholders, and ensure continuity of education and services if wildfire or other circumstances disrupt operations in part of the college's service district.
3.0: Definitions
Disruption - Any unplanned event or condition that halts or significantly impairs NPC ability to carry out its normal business operations or instructional activities. This includes, but is not limited to, the closure of any campus or center for an indefinite period of time due to emergencies such as wildfires, natural disasters, infrastructure failures, or other safety-related incidents that prevent access, delivery of services, or continuation of instruction.
Faculty -Â refers to all individuals responsible for delivering instruction at (NPC), including full-time, adjunct, TALON, and specialized teaching staff except for Dual Enrollment Faculty. Dual Enrollment Faculty are typically employees of a partnering high school or other institution and, as such, are required to follow the emergency procedures and guidelines established by their primary employer.
4.0: Procedure
In the event that any NPC location is deemed dangerous due to wildfire or other emergency disruption, the campus or center will be closed immediately and will not be accessible to students, faculty, or staff until it is declared safe by appropriate authorities such as law enforcement or fire personnel.
All employees, students, and visitors should refer to NPC Emergency Procedure 2150 for detailed guidance on immediate actions to take during emergencies.
4.1:Â Continuity of Academic and Student-Facing Operations
Any instruction disrupted by classroom or campus closures will move to an online format such as Zoom or Webex (as dictated by the instructor) within 48 hours of the location/building closure.
- Lab-based courses will reschedule, relocate, or provide virtual alternatives as dictated by the instructor with assistance from the responsible Dean and Director of Early College if applicable.
- Testing services will provide online proctoring and adjust to timelines.
- Advising, financial aid, enrollment, and student services will provide services via phone, video, and email.
- Library and tutoring will provide access to virtual resources and appointments.
- Students impacted by disruptions, including displacement, loss of internet connectivity, personal obligations, or other hardships, are encouraged to work directly with their instructors to arrange reasonable accommodations. Instructors will offer flexibility in assignments, deadlines, and course participation as appropriate to support student success during the disruption.
4.2 Continuity of Business Operations
Departments will shift to hybrid or remote work as necessary as dictated by the department's dean or director.
- Use Microsoft Teams, Webex, and shared drives for collaboration
- Provide remote work guidelines and checklists to all supervisors
- Staff who are unable to perform duties remotely may be reassigned temporarily
4.3: Employee Safety and Accountability
- Employee Responsibility: All employees are required to notify their immediate supervisor of their safety status and current location as soon as possible following a disruption or evacuation.
- Supervisor Responsibility: Supervisors are responsible for collecting and maintaining the status updates of all employees in their area and promptly reporting this information to the Human Resources (HR) department for tracking and coordination purposes.
This process ensures that the college can account for all employees, provide necessary support, and communicate effectively during an emergency.
4.4: Communication
In the event of an unexpected closure, NPC will rely on the following platforms for communicating updates: Internal updates: Daily updates from the President's office, weekly departmental briefings
- Staff/faculty: Email, SharePoint, and Emergency Alert system (RAVE)
- Students: Email, www.npc.edu, social media, and Emergency Alert system (RAVE} Public: Press releases, www.npc.edu, social media
4.5 Telecommunications
NPC Phone system - Unaffected campus phone lines should continue to operate pending the provider is still operational and services are able to be rerouted through those connection points.
To ensure communication can be maintained during a disruption, all NPC campuses and centers are equipped with at least one operational landline phone connection. In the event that internet access is disabled or cellular service is unreliable, these landline phones will serve as the primary means of communication for coordinating emergency response and college operations.
The Information Technology (IT) department is responsible for outfitting each location with a functioning landline phone. These phones are to be stored locally in a designated, easily accessible location at each campus or center. IT will also oversee regular maintenance checks to ensure landline functionality and replace equipment as needed to maintain readiness.
4.6: Temporary Resource Reallocation
Unaffected campuses and centers may serve as temporary hubs for student support services, academic testing, and essential IT needs (laptop loans, Wi-Fi access). The President or designee may reassign available staff to aid with displaced service areas.
Due to limited building space and resources, NPC must prioritize the use of its facilities and resources-including internet connectivity-for the continuation of college operations and student instruction. Wi-Fi connectivity is available at all NPC locations and is accessible to the public through guest access; however, priority for bandwidth and support services will be given to college operations. If, after meeting institutional needs, additional space and resources are available, the college may offer temporary use to dislocated community partners to support their continued operations, subject to availability and approval by the college President.
If all NPC operations are shut down district-wide, the college will seek temporary operational sites through partnerships with external community organizations, such as schools, government offices, or tribal facilities, to maintain critical functions and services. (PENDING AGREEMENT WITH THOSE PARTNERS)
​​​​​​​4.7: Data & Systems Continuity
NPC’s IT ensures daily backups of all data and systems to secure offsite or cloud-based locations. The IT team actively monitors server access and is prepared to deploy additional resources during periods of high usage. In the event of communication outages, secondary tools will be activated to maintain connectivity.
​​​​​​​4.8: Movement of NPC Assets
NPC's goal is to safeguard critical institutional assets while prioritizing the safety of all employees involved in relocation efforts. To protect critical equipment, records, and resources during wildfire emergencies, 91Ïã½¶ÊÓÆµ will follow a phased approach based on the Ready, Set, Go alert system defined by Navajo County Emergency Management:
Ready Phase:
- All essential paper records, technology equipment, vehicles, and necessary operational tools will be identified, boxed, and prepared for relocation by the responsible department.
- Items will be loaded into designated transportation vehicles or made ready for rapidmovement.
- Each department is responsible for ensuring that priority assets are packed and staged under the direction of the department supervisor.
- Staff will verify inventory lists and transportation plans to ensure readiness.
Set Phase:
- Upon transition to Set status, all pre-staged items will be immediately moved to designated alternate locations as instructed by the department supervisor.
- Departments must ensure that asset transport is completed efficiently and that all items are secured at the alternate location.
- Supervisors will report on the completion of relocation activities to the President's Cabinet.
Go Phase:
- All relocation activities must have already been completed. At this stage, personnel should focus solely on personal safety and immediate evacuation as needed.
​​​​​​​4.9: President's Cabinet Operations During Regional Evacuations
In the event of a wildfire evacuation or closure impacting NPC campuses, the following procedures will guide the operations of the President's Cabinet:
Southern Evacuation (Closure of Show Low or Snowflake Campuses):
President's Cabinet members directly affected by the closure will report daily to the Holbrook location (Painted Desert Campus) for operations, meetings, and coordination efforts until the college President assigns alternate work locations.
Northern Evacuation (Closure of Holbrook or Winslow Locations):
President's Cabinet members directly affected by the closure will report daily to the Show Low location (White Mountain Campus) for operations, meetings, and coordination efforts until the college President assigns alternate work locations.
The goal of this relocation plan is to maintain executive leadership continuity, ensure effective decision-making, and support district-wide recovery efforts during disruptions. All President's Cabinet members must be prepared to work remotely or in hybrid formats if physical relocation is not feasible due to conditions on the ground.
4.10: ​​​​​​​​​​​​​​Vendor & Partner Communication
Responsible deans, directors, and President's Cabinet members will notify vendors of any closures or access limitations, coordinate with instructional partners such as high schools to ensure alternate delivery of instruction and collaborate with emergency services and county partners to support recovery logistics and maintain continuity of operations.
​​​​​​​4.11: Fleet Vehicles
In the event of a wildfire or similar crisis, the college will provide full cooperation with emergencies and county personnel, including the handover of keys for all NPC fleet vehicles to assist with rescue, evacuation, or other critical response operations as needed.
​​​​​​​4.12: Post-Event Recovery
Following safe access to affected areas, NPC will conduct campus damage assessments within 48 hours, determine and report any permanently lost instructional days. The college will also prioritize reconnecting with students to evaluate and address ongoing needs such as housing, financial support, and mental health services.
